Role Description/Responsibilities:Role Summary: To support the Programme Manager through the provision of an efficient and effective HR support function, leading on all HR activities that enable the Ukraine programme to meet strategic objectives. Proactively supporting Programme people strategy through a rapid expansion and organizational change. A key member of the Senior Management team of the Ukraine Programme partnering with the Heads of: Operations, Finance, Support and Partnerships.About HALOEstablished in Afghanistan in 1988, The HALO Trust is the world’s largest Mine Action organisation. Our mission is to save lives and restore communities threatened by landmines and other explosive hazards including unexploded or abandoned cluster bombs, projectiles, rockets and improvised explosive devices (IEDs). With a staff of 12,500 we are operational in 30 countries around the world. Since our beginning, HALO has been at the forefront of innovative technological and procedural developments in Mine Action, and we use a wide range of equipment and techniques to find and remove explosive hazards. Well established in Ukraine since 2016, we have over a thousand staff and are continuing to expand to meet the burgeoning explosive hazard threat across the country.ResponsibilitiesLine manage the HR Team to provide guidance and mentoring support to ensure service delivery is effective and of the highest standard;Create a culture of continuous improvement and contribute to the development of HR policies, systems and practices, taking the lead on the development and delivery of designated projects on a HALO Ukraine wide basis.Lead and embed change initiatives and other people related projects.Champion and drive employee engagement and high performance ensuring that managers understand the motivational drivers in their teams and provide inspirational leadership.Advise, assist and influence managers to make informed decisions in relation to the effective management and development of their staff.Provide expert advice and assistance to all managers on complex HR related matters.Ensure consistent application and adherence to established policies and procedures using HALO Corporate policies as a governing model.Support process improvement in areas such as performance management, compensation strategy, developing talent acquisition, well-being and culture initiatives.Provide coaching and short training sessions to managers on employment policies and practices.Support the management in providing solutions and advice in people and talent management considerations and activities.Develop data metrics to support organizational goals and provide recommendations to Programme leadership based on informed analysis.Support the development of Programme HRIS capability.Actively participate in on-going training and development activity.Visit HALO Ukraine locations to support local/regional HR staff and teams.OtherWork within the framework of HALO’s core values and standards.Ensure familiarity with and adhere to all HALO policies and procedures.Undertake the role in a manner appropriate to the cultural context and within the local legal framework.Understand and uphold the standards outlined in HALO’s safeguarding policy, acting with due care and attention to safeguard the well-being of anyone that encounters HALO’s work and reporting concerns if they arise.Discharge duties and responsibilities under HALO’s health and safety procedures.Carry out any other duties as directed to meet programme standards and operational requirements. Competencies:Have proven experience of leading HR in a large matrix setting, work with international organizations or contexts a plus Excellent communication and interpersonal skills, with the ability to build relationships, influence stakeholders, and provide constructive feedbackDemonstrated leadership and people management skills, with experience in mentoring and developing HR professionalsExperience building systems and processesAn approachable, communicative demeaner, with demonstrated flexibility and a spirit of volunteerism to roll one’s sleeves up to get the job done when needed.Professional English fluency requiredUkrainian National This is a non-contractual document that can be varied from time to time as circumstances dictate.
